Cambodia: Road Asset Management Project

Without periodic road maintenance, the huge investment in rehabilitating Cambodia’s Ministry of Public Works and Transport (MPWT) paved roads was expected to diminish in value as the roads deteriorate because of traffic and flooding. A periodic maintenance program could help preserve the network of rehabilitated roads until the government would have enough funds for their upkeep. The MPWT’s institutional capacity needed to be strengthened so that it could contribute to the long-term sustainability of the paved roads. This would be achieved by establishing consistent and prioritized road management administration that could allow the MPWT to make allocations for road maintenance more effectively. The preservation of roads was expected to minimize increases in travel time and vehicle operating costs that comes with road deterioration, and achieve the accessibility that is essential for economic growth, particularly for the majority of people in rural areas.

This report validates the completion report’s assessment of the project. IED overall assessment: Less than successful.

Philippines: Philippine Energy Efficiency Project

In 2009, Philippine consumers were spending a large portion of their household income on energy. The country’s electricity tariffs were among the highest in the region. Total energy demand was projected to double by 2030 (from 2007), with electricity demand growing at a similar rate. Total installed power-generating capacity was 15,937 megawatts (MW) in 2007, generating about 59,600 gigawatt-hours. Natural gas (32%), geothermal energy (17%), and hydropower (14%) were the main domestic primary energy sources, with oil- and coal-fired generation contributing the remaining 37%. Most of the growth in electricity demand was expected to be met by imported oil and coal. To provide adequate and reliable sources of electricity and address the issue of climate change, the government’s view in 2008 was that, the most effective solution over the short term would be to increase the use of indigenous renewable energy generation and promote energy efficiency.

This report validates the completion report’s assessment of the project. IED overall assessment: Successful.

  • South–South relationships (the exchange of resources, technologies, and knowledge between developing countries, including when fostered by a third party such as ADB in a triangular arrangement)
