People’s Republic of China: Guangdong Energy Efficiency and Environment Improvement Investment Program, Tranche 3 and Multitranche Financing Facility

About three-fourths of Guangdong’s generation capacity was coal-fired, which caused serious air pollution and acid rain. Also, ambient air quality started to fail in meeting national air quality standards. The energy intensity of Guangdong’s economy was also relatively high by international standards at 3.4 times the average of member countries of the Organisation for Economic Co-operation and Development. Improvements in energy efficiency in Guangdong were expected to lower energy consumption and the need for additional power generation capacity, thus saving energy, reducing adverse environmental impacts, relieving energy shortages, and improving energy security.

The multitranche financing facility investment program’s expected impact was an improvement in energy security and environmental conditions in Guangdong province.

This report validates the completion report’s assessment of the project. IED overall assessment: Highly Successful.

People’s Republic of China: Wuhan Wastewater and Stormwater Management Project

This project is a key urban infrastructure initiative of the Wuhan Municipal Government, and was an integral part of the donor-funded basin-wide Yangtze water resources management initiatives. It aimed to better manage the surface water resources in the Wuhan Municipality. Four outputs of the project: (i) improved and expanded wastewater services in urban areas of Wuhan; (ii) improved and expanded wastewater services in Caidian and Dongxihu suburban areas; (iii) reduced flooding in stormwater drainage areas of Qiaokouqu district and Yangsigang and Luojia Road; and (iv) increased institutional capacity of Wuhan Drainage Company and Wuhan Urban Construction Foundation, the two implementing agencies.

This report validates the completion report’s assessment of the project. IED overall assessment: Less than successful.

People’s Republic of China: Yichang-Wanzhou Railway Project

The Yichang-Wanzhou Railway was the first railway to be developed in the low-income region of Hubei Province, and it constituted an important 377 km component in the central People’s Republic of China (PRC) railway corridor, linking Yichang in Hubei Province and Wanzhou in Chongqing Municipality. Due to the difficult terrain, the railway required numerous bridges (including two over the Yangtze River) and tunnels – 74% of its total length is bridges and tunnels, which is the highest percentage among the PRC railways constructed before 2010. The government recognized the project as the most technically challenging railway project when it was constructed given the complex topographical, geological, engineering, and hydrogeological conditions.

People’s Republic of China: Sanjiang Plain Wetlands Protection Project

The Sanjiang Plain wetlands, located in the northeastern Heilongjiang Province, comprise one of the richest areas of globally significant biodiversity in the People’s Republic of China (PRC) but also one of the country’s most important food production regions. The area of the wetlands has been reduced by 80% from its original size since the 1950s due to multiple pressures, most notably drainage to reclaim land for farming. In support of these challenges and at the request of the PRC, an Asian Development Bank (ADB) loan for $15 million was cofinanced by a Global Environment Facility grant of $12.14 million that was administered by ADB.
