Health Sector Development Program: Project Completion Report

Project or program completion reports evaluate design, implementation and performance of a project or program, and provide an overall assessment and recommendations.

Mongolia: Third Health Sector Development Project

ADB approved the Third Health Sector Development Project in October 2007. The project aimed to build on previous health sector development initiatives by providing further assistance needed to address the issues confronting the Mongolian health system—such as (i) poor quality of health services; (ii) wide disparity in access to health services and health outcomes, particularly between urban and rural areas; (iii) inefficient hospital sector; (iv) poorly developed health care financing and health insurance; (v) weak human resources development; (vi) weak monitoring and evaluation; and (vi) weak regulation and governance capacities.

This report validates the completion report’s assessment of the project. IED overall assessment: Successful.

Pakistan: Punjab Millennium Development Goals Program

In December 2008, ADB approved the Government of Pakistan’s request for support to attain Punjab’s Millennium Development Goals (MDGs), especially MDGs 4 and 5 relating to children and women’s health. The expected outcome of the program was to improve access to quality health services and make them more equitable. The program was designed as a cluster of three subprograms. Subprogram 1 was approved in December 2008 for a single tranche loan of $100 million. Subprogram 2, originally scheduled to be implemented between November 2008 and November 2009, was approved in June 2010 for a single tranche loan of $150 million. Subprogram 3, however, did not materialize as the International Monetary Fund (IMF) terminated its Stand-By Arrangement with Pakistan in October 2011 because the government failed to meet its commitments on implementing certain agreed reforms. The IMF country assessment letter for Pakistan, a prerequisite for ADB program loans, was not issued. After delays in moving the IMF program forward, ADB and the government agreed to cancel Subprogram 3 and the program was terminated.

This report validates the completion report’s assessment of the project. IED overall assessment: Unsuccessful.
