Sri Lanka: Plantation Development Project

The evaluation rated the project less than relevant because of weaknesses in the design. The design included counterpart funding conditions for beneficiaries that discouraged participation by intended stakeholders. Parts of the complicated funding arrangements were not acceptable to stakeholders, and the arrangements as a whole were too ambitious, multifaceted, and complex. The project was rated less than effective because it failed to achieve most of the targets for its two intended outcomes. It fell particularly short in its attempts to enhance the profitability of the plantation sector. It was rated less than efficient due to the delays in realizing the project’s benefits, an inability to spend project funds as appraised, and the limited achievement of the intended outcomes and outputs. The project was rated less than likely sustainable due to the low profitability achieved by many of the participating RPCs, the continuing contraction of the tree plantation sector, and the lack of operation and maintenance arrangements. A majority of the project RPCs are unlikely to be profitable, sustainable entities in the future without external support. Overall the project is rated less than successful.
