Collaborative Research and Advisory Services on Public Sector Management: Technical Assistance Completion Report

The TA (technical assistance) experience netted the following lessons. Collaboration with academic institutions works, but requires trust and patient engagement; the transaction costs can be high to manage a relationship. Administrative arrangements could be improved by creating modalities better suited for cooperation/partnerships with centers of excellence. In a knowledge collaboration with an academic institution, there needs to be careful selection of researchers (i.e., those who have had prior practical experiences and are flexible in their approaches) to ensure that outputs are anchored on practical realities and considerations and useful to ADB and clients in DMCs (developing member countries).
