There are several important lessons cited in the project completion report (PCR). Considering their importance, they are highlighted below.
(a) In the implementation of an interministerial policy, the capacity of the executing agency to coordinate with all the involved ministries is crucial. The implementation structure should reflect the organizational arrangement existing within the government. One of the basic problems in the sector is the lack of coordination, collaboration, and cooperation among the government agencies involved. Since this is an important requirement for success, the reasons for this failure must be understood and ways to ensure coordination developed.
(b) Support for the implementation of the policy program could have been achieved with technical assistance (TA), particularly for transport policy and road safety. ADB is discussing ways to support various components.
