One handicap in Kazakhstan was finding local consultants who had English speaking and writing skills as well as substantive skills in the area under study from a gendered perspective. Although economists could be found, it was difficult to find lawyers and gender specialists who had sufficient depth and understanding of the substantive content required. Despite the lack of a quality study from the Kazakhstan consultants, the international consultants were able to fill this lacuna and produce a quality regional synthesis and publication with relevant data from all three countries. In the end there were no gaps in information from Kazakhstan.
