Nepal: Gender Equality and Empowerment of Women Project

August 30, 2016 | Nepal | Validation of Project/Program Completion Report

The low status of women in Nepal can be traced to economic, legal, sociocultural, political, and institutional factors—which are interrelated, mutually reinforcing, and centuries old. The condition of women was exacerbated by the country’s caste system, as this defined access to resources and opportunities. The project aimed to improve the socioeconomic conditions of poor rural women through economic empowerment, legal empowerment, social empowerment and institutional strengthening and project management.

This report validates the completion report’s assessment of the project. IED overall assessment: Successful.

Sri Lanka: Plantation Development Project

March 28, 2016 | Sri Lanka | Project/Program Performance Evaluation Report (PPER)

The evaluation rated the project less than relevant because of weaknesses in the design. The design included counterpart funding conditions for beneficiaries that discouraged participation by intended stakeholders. Parts of the complicated funding arrangements were not acceptable to stakeholders, and the arrangements as a whole were too ambitious, multifaceted, and complex. The project was rated less than effective because it failed to achieve most of the targets for its two intended outcomes. It fell particularly short in its attempts to enhance the profitability of the plantation sector. It was rated less than efficient due to the delays in realizing the project’s benefits, an inability to spend project funds as appraised, and the limited achievement of the intended outcomes and outputs. The project was rated less than likely sustainable due to the low profitability achieved by many of the participating RPCs, the continuing contraction of the tree plantation sector, and the lack of operation and maintenance arrangements. A majority of the project RPCs are unlikely to be profitable, sustainable entities in the future without external support. Overall the project is rated less than successful.
